High speed broadband is key to economic development in rural areas.

Why not make it eligible to all technologies and let the agencies rate them?

I do not believe they have. As a matter of fact, I am the former Administrator myself of a Federal agency, and if I had implemented something so poorly that Congress instructed me to do, I would be embarrassed, frankly.

Thanks to your strong leadership to improve access to broadband in rural areas, Mr. Chairman, and that of others in Congress you have given USDA an historic opportunity in the Recovery Act.
