President Clinton ripped up the Executive order that linked human rights with trade and that was an absolute pivot point for deterioration in China.

I think it wouldn't be correct to assume that the U.S. Government doesn't raise human rights issues outside of this dialogue.

There will not be a negotiation on economics only. It has to have a human rights aspect.
