we must be honest with ourselves and the public in acknowledging that we will never fully eliminate all risk.

It is not good law enforcement. It is not good security work from our perspective. It is unconstitutional.

I remain steadfast in my opinion that a union, operating within the framework of my Determination, can play a constructive role to heighten the level of employee engagement and improve mission performance.

That is called midnight legislating--in the dark, no transparency, and adhering to the voices of one tune.
