If I could just say, I could not agree with you more, except that there may be the opportunity for a major initiative by the administration to create a verification protocol sufficiently intrusive, mutually agreed upon, that what you can do is protect space for communications and surveillance, which strengthens everybody, and preclude it from being available for weapons.
