I actually think that the Bush administration's foreign policy over the last four years has been, on many fronts, misguided and self-defeating, and I will continue to oppose these policies.

In an effort to try to make sure it doesn't, we put a provision in the amendment that authorizes the SBA to make the supplemental loans for Katrina victims that included oversight protections.

It's about candor. It's about telling the full story.

We need to get back to building this bipartisanship in foreign policy. It is critical.
