Our Constitution wisely assigns both joint and separate roles to each branch of the government; and a President and a Congress who hold each other in mutual respect will neither permit nor attempt any trespass.

And while no nation has ever faced such a challenge, no nation has ever been so ready to seize the burden and the glory of freedom.

For you and I are privileged to serve the great Republic in what could be the most decisive decade in its long history.

All of us together--this Administration, this Congress, this nation--must forge those answers.
