“very simply, I will let people know what the intent is. I have worked with Senator McCain. I applaud his efforts. He has been doing this a lot longer than I have. All we are trying to do is say if something was not in the Senate bill, not in the House bill, and it was put in, in the conference, a point of order could be raised against that item without bringing an entire bill down. Right now nobody wants to raise a point of order against a bill because they don't want to bring the whole bill down. Senators know we have to fund the Government, so nobody wants to bring a point of order against a bill that does that. Nobody wants to vote on a point of order that brings down the whole bill either. But if something was put in which was not in the House bill and not in the Senate bill, we want to be able to surgically strike that provision to make sure that we have a cleaner process in government. This is not new ground as the Senate already has this rule with respect to Budget reconciliation bills. Mr. McCAIN. Mr. President, will the Senator yield for a question?”
