I might just take a minute in opposition to the Senator's amendment. I have a great deal of respect for her, but I suggest the budget authorization doesn't do any of those things. The respective committees that are going to be authorizing this will decide how it is going to be spent. While the list is a nice list, it has nothing to do with reality because the Budget Committee does not make that decision. The respective committees that had jurisdiction are going to make the decision on how to spend the money. Anyone can stand up and read a laudatory list of noble things, but there is no assurance that will happen. I respect everything she said about the intent, but the committee of jurisdiction has to make those decisions. We do not make those decisions on the floor. Our amendment, however, does provide $70 billion specifically for education which allows that decision to be made. It does not come out of a nonexistent fund. That is the big difference.
