we are excited in Louisiana that the ``enterprise strategy'' we are developing for human resources systems is recognized by the Appropriations Committee as a model for other service and DOD wide information systems. All of these legacy systems need to be modernized to become cost effective and interoperable. The committee's support for our efforts, and for other information technology additions to this bill, confirm the need to restructure and coordinate all of our service and DOD wide information systems. Only by doing so can we provide real-time information to our warfighters that improves both readiness and effectiveness of our troops. The ITC in New Orleans was just recently chartered as part of the Navy's year old Program Executive Office for Information Technology and Enterprise Management (PEO/IT). Specifically, the ITC is designated by the Navy's PEO/IT as the ``primary support command for enterprise software development.'' The PEO/IT is the Navy's only PEO for Information Technology and has been delegated authority for the Navy Marine Corps Intranet, Enterprise Acquisition Management, the ITC, the Defense Integrated Military Human Resources System (DIMHRS), and other information technology programs. The PEO/IT's authority over these programs was chartered in November 1999, well after the FY 2001 DOD budget process had commenced. Interim and additional funding for the ITC in New Orleans is critical in FY 2001.
