I remember, when I first came to the House of Representatives, I read a book that was written by Lawrence O'Brien...the job is really and truly never done. When I look at the package of spending cuts and the package of tax reductions that we have before the Senate this week, I am really reminded of that whole theme and thesis of Lawrence O'Brien in 'No Final Victories.' Because if you ask a question, Is this a perfect package? the answer, obviously, is no. If you ask the question, Should we have done more? the answer is obviously yes.
