I think that a matter of fairness applies here and that it is crucial that the strict liability provision be replaced. I am not alone in feeling that way. As a matter of fact, I have here a letter from the Illinois Department of Natural Resources from their chief officer of law enforcement. He says, 'I wish to go on record in support of the bill H.R. 2863. As a career conservation law enforcement officer, I know firsthand the strengths and weaknesses of our Federal baiting regulations. If Congress adopts the Delahoussaye standard for waterfowl baiting regulations, a serious and long-standing weakness will have been remedied.' 'Some opponents,' he said, 'of your bill object on the basis that law enforcement officers will have to work much harder to make good baiting cases. In my opinion, in a free society like ours, ease of enforcement should not be a standard that is applied when evaluating a law.'
