Mr. Chairman, the Farr amendment will maintain authorization of the Sea Grant International Program which promotes shared marine activities in nations which have mutual interest with the United States. As we all know, the world is 70 percent covered with water, and the oceans and their resources recognize no political boundaries. It is helpful to our national interests to have a mechanism through which we can collaborate with other coastal nations on research that will ultimately affect all of us, so I believe the Farr amendment is well-intended, well-written, and I rise in support, and ask others on this side of the aisle to support his amendment as well.
