“Mr. Chairman, a week or so ago, I was in my office with a group of very hard-working Americans, employees of the postal system. And they came to explain to me that there were certain things in my voting record that they liked and certain things in my voting record with which they took issue. They said, for example, that they opposed a balanced budget amendment and asked me to explain why I favor it, which I did. And they informed me that there were ways to get the budget balanced without amending the Constitution. Then they said they took issue with the vote that I had on a bill that became known as the Penny-Kasich amendment. The Penny-Kasich amendment would have cut the deficit by more than $100 billion without raising taxes. And I said, 'Well, that was an effort to balance the budget without amending the Constitution.' So here we are again today. Once again, we have a bill sponsored by the gentleman from Ohio [Mr. Kasich]. Frankly, I told my postal workers I thought he was a hero, because he is the one guy in the House of Representatives who has put together a program demonstrating that there is more than one way to do business here. I am very delighted to be able to be here today to support his effort, Mr. Chairman.”
