States would not be able to use the new funds under the children's health insurance initiative to provide health care coverage under either the block grant or to provide Medicaid for children over 200 percent of poverty. This creates a real problem for a number of States. Vermont is currently covering all children aged 18 that have family incomes of 225 percent of poverty through its Medicaid Program. I would like to be assured that we will work to address this concern in the conference so that States have the ability to use the new funds to provide health care coverage for children over 200 percent of poverty. There are children above this level that need the help badly.
