today's consideration of S. 1053, the Genetic Information Nondiscrimination Act, is the result of almost 6 years of effort, so I am especially pleased that we are here today to consider and pass this bipartisan legislation. For the first time, S. 1053 will prohibit discrimination against individuals based on their genetic make-up in both health insurance and employment. This legislation represents a major contribution to civil rights law. It is a victory for consumers, health insurers and health care providers; and it is a victory for employees and employers. The issue of genetic nondiscrimination has concerned me for many years, and I have been pleased to work with many members of the Senate to craft this legislation. The measure we are considering today is the result of many years of effort and the contributions of many individuals. It is an example of the progress that can be made when the Senate seeks to negotiate and compromise on a bipartisan basis.
