The power of pardon in the state is to give people a second chance who have repented, been rehabilitated and redeemed themselves.

These were decisions based on repentance, rehabilitation and redemption leading to forgiveness and the right defined and given by the state constitution to the governor to offer such people a second chance.

The government is not a very good communicator. The government doesn't do a good job of getting things across.
