The power of pardon and state is to give people a second chance who have repented, rehabilitated and redeemed themselves.

These were decisions based on repentance, rehabilitation, and redemption, leading to forgiveness and the right defined and given by the state constitution to the governor to offer such people a second chance.

I think that really is a technicality. Here, the fact that these people didn't know that these murderers were up for pardons is a substantive problem with how the process worked.

That's why we have the power of pardon because we really do believe in second chances for people who get rehabilitated.
