The power of pardon and state is to give people a second chance who have repented, rehabilitated and redeemed themselves.

It is like the hand of God had wiped away the coast.

That's why we have the power of pardon because we really do believe in second chances for people who get rehabilitated.

It's going to anger a lot of people, and it doesn't do anybody in this country any good. It's not educational; it's about politics.
