Mr. Speaker, this is a very obvious way of trying to usurp the role of the Committee on Rules. What is the purpose of the Committee on Rules if we are going to try and usurp them in this fashion? Let me be candid by saying that this is not what the Bell companies or the competitors prefer. However, I strongly believe that our amendment represents a middle ground. The Buyer-Towns is a good compromise. Our amendment does the right thing to ensure that broadband is deployed in a competitive environment, and this is what this is all about.
