I must hedge my answer. As I told the gentleman, I am not at all reluctant to have that issue voted on, as the gentleman suggested, and as we had originally described it. I am concerned about a wide-open rule. So perhaps the gentleman, if we do not bring this on the suspension calendar, would assist me in making our case to the Committee on Rules to avoid some things that I think would be very detrimental in general to the public interests were it to be offered under a completely open rule.
