this Member believes that it is important that the World Bank continue to implement various management and other reforms to improve the quality of projects of the World Bank as the Kasich amendment proposes. A process of reform has been adopted by the World Bank executive board and is being implemented by the management as a result of the so-called ``Wapenhans'' internal quality assessment report commissioned by the World Bank President in 1992. The parts of the World Bank addressed by the Wapenhans evaluation included the International Bank for Reconstruction and Development and the International Development Association [IDA]. The Kasich amendment appropriately limits the U.S. contribution to IDA to last year's level until the Secretary of the Treasury certifies that these reforms are continuing to be implemented. The amendment makes a similar limitation on contributions to two other institutions which were not specifically addressed by the Wapenhans report and indeed, in the case of the Global Environment Facility, are now independent of the World Bank as a result of the recently-completed negotiation. This Member votes that the amendment covers the IFC and GEF, two institutions which are not directly the subject of the Wapenhans assessment. Nevertheless, this Member urges support of the Kasich amendment.
