I think virtually everybody agrees that we would like to, as the United States of America, not be so reliant on a Russian engine going forward into the future.

Providing that transportation infrastructure, properly maintaining and sustaining it, is a core Federal responsibility.

It takes two to tango, and we can have all the urgency in the world, but we cannot give away the farm if the negotiation does not go well.

We believe we need more. And that is why we are urging the approval of these higher levels.
