I know what a bailout is. I have seen them around here. This does not even come close to falling into that category.

So the question is whether or not... you would recommend that there be some statutory response to that.

We can come down to where we allocate resources and how we make choices between the issue of tax cuts for the top 1 percent of income earners versus investing in a No Child Left Behind bill.
