article I section 2 of the United States Constitution says in part that, ``. . . the House shall have the sole Power of Impeachment.'' It is one of the most awesome responsibilities that Members of this chamber face, but one which we cannot ignore. Today, it is with a heavy heart and much regret that I will support three articles of impeachment against the President of the United States. The President, while appearing before a grand jury and answering questions presented to him in a deposition, took an oath to, ``. . . tell the truth, the whole truth and nothing but the truth.'' By offering false and misleading testimony, the President failed to honor that oath, and in doing so, committed perjury and obstructed justice. Mr. Speaker, I did not reach this decision easily. In fact, this is the most difficult decision I have made since being a member of Congress. I arrived at my vote after speaking and meeting with my constituents and after talking to clubs, school groups, friends and neighbors. Most importantly, I reached my decision after a great deal of soul searching. It is a decision based on principle, not politics. My vote is one of conscience. My decision is also based upon the clear evidence of perjury and obstruction of justice as presented by the House Judiciary Committee. After examining the record of the House Judiciary Committee, I am convinced that the President committed an impeachable offense.
