“But the definition of winning with respect to this conflict is very nondescript. The President and his spokesman, in announcing this war to the American people, in moving forward in an act of warfare in the Kosovo province, failed to identify the clear objectives and the national interest that is at stake when it is impossible and the President is incapable of clearly laying out the objectives to be achieved. It is by definition impossible to determine when one has won and when it is time to declare victory and go home. That is the real dilemma that the President has put us in, because it has set off a whole cascade of problems that stem in all directions, and does so without the clear definition of what victory means for the United States of America. Without that definition, I am afraid this is an engagement to which we will be committed for a long, long time.”
