I think it was a win-win.

if we continue at the same pace, it is more likely than not that a WMD attack will occur somewhere in the world by the end of 2013, and that attack will be biological rather than nuclear.

We have found the enemy and he is us.

I believe that we should be wise enough to manage what we have left in a manner that will stretch those dates.
