A second thing, some of the most scientifically committed universities in this country, over 20, have now formed a coalition to work precisely on this issue of the culture of security within our university setting.

It has been substantially degraded in recent decades in significant part due to Federal decisions and Federal actions.

If dramatic steps are not taken we fear that at some point in the coming years another failure will occur.

I believe that we should be wise enough to manage what we have left in a manner that will stretch those dates.
