The fact that we are approaching this limit underscores the need for Congress to act on this issue.

Our hope is that Congress would take the steps necessary to continue funding any remaining clean-up activities and ensure that victims are compensated even if the payout limit is reached.

We have found the enemy and he is us.

I think it was a win-win.
