Just as said the need for additional environmental studies in the Arctic should not be used as a de facto moratorium.
What we hope to give to citizens is a list of the right questions to answer and some idea of the metrics to be used in evaluating the answers that you get.
I think that is a failure of management to do effective risk analysis and take steps to mitigate the risk.
