The main impact of the National Endowment for the Arts in the State of Utah has been to spread the arts; that is, make them available in areas in rural Utah and in poorer school districts where they would not be available otherwise. I find no distortion of the arts when a Federal grant goes to support the establishment of string quartets playing Bach and Beethoven and Mozart in areas where the people would not of themselves be able to sustain that kind of musical organization coming into their community. I don't think it is a distortion of good art to have this kind of spreading effect take place in the rural areas of our country.
