There are way too many families that don't have that choice and we continue to consign them in too many cases to schools that do not work for them.

I think, importantly, that flexibility at the State and local level would really allow those closest to the students to target those resources.

Some of the programs that have been recommended for scaling back or cutting are duplicative, some of them are ineffective, and some of them could better be supported by State, local, or philanthropic efforts.
