Nowhere has this been more on display than what has occurred in Hong Kong in recent years as the passage of the National Security Law and entry into force of Article 23 destroyed what remains of Hong Kong's democracy.

I thank Senator Cardin for his leadership in championing the Global Magnitsky Act.

I support that, but whether we will ever get to that point, my concern is it is going to be years down the road, and we are going to have another Moldova and another Georgia.
