as I mentioned throughout this Special Order today, Michigan has lost so many manufacturing jobs, more than any other State. We actually got together, the congressional delegation, and the Democrats in particular, along with our governor, Governor Granholm, and actually put together a proposal, a HELP proposal as we called it: Health insurance, employment benefits, liabilities of the pension fund so they have a pension when they retire, and then a U.S. dollar policy. We laid out a very thoughtful document and sent it up to the White House and the President and asked them to at least comment on it and join with us because no economy in this world can exist without at least a strong manufacturing base; and we are losing it so quickly in this country, especially the last few years. So we put forth our proposal called HELP. Unfortunately, we have not heard anything back from the White House.
