Does the Federal Food and Drug Administration and NIH not fall underneath the Health and Human Services, HHS, Department? The Acting CHAIRMAN. As the Chair has ruled, although the two entities are within the same Department, the amendment would require that one entity examine the other entity's registry. The Chair has ruled on the point of order.
