Even with our caps in Michigan, our premiums for our doctors are higher than those States without caps. If California has gone up 167 percent in the last few years and the rest of country has gone up 500 percent for malpractice premiums, is it not time we took away the anti-trust exemption for the insurance companies so they cannot go up 500 percent when the rate of inflation is 2 or 3 percent? Why are they going up 500 percent? It is not the lawsuits. It is the stock market, the Enrons and all the other things. When St. Paul pulls $1.5 billion out of their reserves, they have to make it up someway, and they make it up on the backs of doctors.
