We also need investments and policies that promote opportunity, enhance quality of life, promote environmental sustainability, and reduce our dependence on foreign oil.

Our proposal is our proposal. We believe that it strikes the right balance and actually adheres to many of the principles that we've heard articulated from members of Congress on both sides of the aisle.

There is no substitute for predictable, sustained, Federal investment in our infrastructure system.
