“Mr. President, I have listened to some of my colleagues from across the aisle decry our desire to repeal and replace ObamaCare. Yes, I do want to repeal and replace ObamaCare. Why? Why are we doing this? Repealing and replacing ObamaCare is a means to an end. This is what I have heard from so many Montanans.
