The motion is as follows Motion to Commit With Instructions Mr. Daines moves to commit the bill H.R. 1319 to the Committee on Foreign Relations with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) would support American jobs and energy security by directing a portion of the funds appropriated for Department of State Operations to be used to review and approve international cross border permits pursuant to Executive Order 13337 (69 Fed. Reg. 25299 (May 5, 2004)), including the Keystone XL pipeline.
