There has been plenty of time to negotiate, Senator Graham. There have been good faith negotiations on both sides, and there has been shuttle diplomacy going on between both sides. There has been a lot of give and get. We are at a point now at which we need to vote, and we should be voting tonight. Regarding that $10 billion that is in this bill, I have been spending a lot of time thinking about how we get out of this war.
