We should be incentivizing programs and agencies to find ways to save money and, as we would do in the private sector...

For many of us who stood outside the Federal Government and watching the way the Federal Government behaved in procurement processes...

But the statement that there aren't any incentives to incentivize staff to find ways to spend under the budget is troubling.
