I ask unanimous consent that reading of the amendment be dispensed with. The PRESIDING OFFICER. Without objection, it is so ordered. The amendment is as follows: (Purpose: To express the sense of Congress regarding the designation of National Monuments) At the appropriate place, insert the following: SEC. __. SENSE OF CONGRESS ON THE DESIGNATION OF NATIONAL MONUMENTS. It is the sense of Congress that the designation of National Monuments should be subject to-- (1) consultation with each unit of local government within the boundaries of which the proposed National Monument is to be located; and (2) the approval by the Governor and legislature of each State within the boundaries of which the proposed National Monument is to be located.
