Tariffs are a tool the president enjoys because it’s personal power.

There's a lot of strong positions on tariffs, but it's not — and I mentioned this to my colleagues — it's not the purview of Congress.

I urge the subcommittee to support prompt passage of the bipartisan TERRA Act. There is no time to waste.
