I do not feel following the Constitution is an obligation; I think it is a privilege to follow the Constitution. There are some who have the arrogance to say that the Constitution gets in the way of how we would reform campaign finance laws. Some of my colleagues have proposed an amendment that would allow us to put restrictions on people's freedom of speech in order to change how we finance political campaigns. The fact of the matter is, the tradition, the history of this country is that individuals and individual groups have a right to speak out about the political leadership in this country before we ever had the Constitution. The fact is that that is not only part of the Constitution, but a part of the tradition.
