Folks, what we need to understand is that the Democratic leadership plan could best be labeled 'Marriage Penalty Tax Relief Light.' The reason for that is that the Democrat leadership plan wants to create new discriminations in the code. They want to, for example, discriminate against stay-at-home moms or stay-at-home dads, or they want to discriminate against the people who own a home, but might have a mortgage against it, but provide tax relief for those people who own a home, but who would not have a mortgage against it. Basically, what the Democrats are saying is that we will support your plan, if you will shift the marriage penalty from some families and impose it on other families. Now, this bill is not just about tax relief, it is also about tax fairness. The Republican plan says, let us do this. Let us treat all families basically the same, if they have the same level of income.
