Mr. President, as we debate the degree to which the United States and the Congress should be giving authorization to the President of the United States to commit military action, a decision which affects all of us as Americans, I also want to point out there is another group of people whom we have neglected, and that is our armed services personnel, in many of the provisions of the Tax Code. I am now going to explain several provisions of a tax bill we passed last night which will have a very direct, positive effect on millions of Americans individuals, and those are our men and women serving in our Armed Forces and our Foreign Service. For several months, the Finance Committee has been working on tax legislation that would affect the individuals who fight our country's wars. As our Nation responded to the attacks on 9/11, as military personnel went through Afghanistan to fight the Taliban and to break apart the al-Qaida network, Senator Grassley and I began looking at how the Tax Code affects those who defend our national security.
