“I do still think the amendment is not a good one, but not because it is not well intended. It is very well intended. The authors have worked very long and hard to try to figure out a way to make it work. But I think it is too complicated. It is more in the nature of a Rube Goldberg solution. But it is very well intended. I compliment the Senators who offered that amendment and tell them I respect their efforts. I just apologize to those Senators if they took personal offense at my earlier comments.”
