The concern on the part of many people is that the U.S. Government asks various States and cities and localities to undertake certain action in the name of protecting the public health and safety, and the concern is that although the U.S. Government passes laws working with States to try to find the right balance and the right ways to encourage good health and safety standards, the U.S. Government does not provide full funding to the States and local communities commensurate with or equal to the requirements in the legislation. That is the basic concern.”
