Section (h)(2)(C) of Title VI of S. 2796 states, ``in carrying out his responsibilities under this subsection with respect to the restoration of the South Florida ecosystem, the Secretary of the Interior shall fulfill his obligations to the Indian trust tribes in South Florida under the Indian Trust Doctrine as well as other applicable legal obligations.'' Is the intent of this provision to ensure that the Secretary of the Interior give full and equal consideration to all his legal responsibilities?
