the manager's amendment amends the Firearm and Bow Hunter Education and Safety Program that was included in the bill as reported out of the Committee. It is my understanding that the manager's amendment authorizes $7.5 million for fiscal year 2001 and 2002, and $8 million for fiscal year 2003 and every year thereafter. The authorized funds would be provided to the States in the form of direct grants. Would you please briefly explain how this new grant program will impact the States, especially States like Montana and New Hampshire that are spending a considerable amount on these type of projects already?
