Madam President, the amendment by the Senator from Arizona would state a sense of the Senate that we should not adopt a value-added tax. Personally, I agree with him. I do not favor a value- added tax. I, for one, would be happy to accept the amendment. I don't know if the Senator from Arizona wants a rollcall vote. I don't know if it is provided for. I hope we don't have to have one, but if he wants one, that is fine with me. The order states we will start voting at 5 o'clock, and when we do get to the vote on the McCain amendment, I intend to vote for it. The PRESIDING OFFICER. Is all time yielded back?
